State rates, then city on top

New York State runs nine brackets starting at 3.9% and reaching 10.9% above $25 million. For most earners the operative rate is 5.9%, which begins at $80,650 of taxable income for a single filer, or 6.85% above $215,400.

New York City residents pay an additional city income tax of roughly 3% to 3.9% on top, and Yonkers levies a surcharge of its own. This calculator shows the state figure only. If you live in the five boroughs, add the city rate — it is the single largest thing standing between the number shown here and your actual stub.

The convenience of the employer rule

This is the most consequential and least understood feature of New York tax, and it catches remote workers constantly.

If you work for a New York employer but perform your work from another state, New York generally taxes that income anyway — unless you can show you work remotely out of your employer's necessity rather than your own convenience. The bar for necessity is high. Choosing to work from home does not clear it.

The practical consequence: someone living in Florida or Texas and working remotely for a Manhattan company can still owe New York income tax on those wages. Your home state may or may not give you a credit. Only a handful of states apply a rule like this, and New York enforces it more aggressively than any of them.

Benefit recapture at the top

New York applies tax benefit recapture, which means high earners lose the advantage of the lower brackets and effectively pay their top rate on all income rather than only on the amount above the threshold.

This calculator uses ordinary bracket arithmetic, so it understates New York tax for people in the recapture range. For a typical salaried earner it makes no difference at all.

Does this include New York City tax?

No, the figure shown is state tax only. NYC residents pay roughly 3% to 3.9% more. Add that to the state amount for a realistic city net.

I live in New Jersey and work in Manhattan. Who taxes me?

New York taxes the income earned there, and New Jersey then gives you a credit for tax paid to New York so you are not taxed twice. Because New York's rates are generally higher, the credit usually wipes out most of your New Jersey liability.

I work remotely for a New York company from another state. Do I owe New York tax?

Probably yes, under the convenience of the employer rule, unless your remote arrangement exists because your employer requires it rather than because you prefer it. This is worth getting professional advice on — the amounts involved are not small.

Does New York tax retirement income?

Social Security is exempt, and New York exempts government pensions in full plus a limited amount of private retirement income for those over 59½.
