A constitutional ban, not just a policy choice

Florida is unusual in that the prohibition on personal income tax is written into the state constitution rather than simply left off the statute books. Changing it would require a constitutional amendment approved by voters, which makes Florida's status considerably more stable than a state that has merely chosen not to levy one.

No Florida county or city levies an income tax either. Your stub shows federal income tax, Social Security and Medicare, and nothing else.

Sales tax and the tourism offset

Florida funds itself largely through a 6% state sales tax plus county discretionary surtaxes that push the combined rate to roughly 7% to 7.5% in most counties. A meaningful share of that is paid by visitors rather than residents, which is part of why Florida can sustain no income tax at a lower property-tax rate than Texas manages.

Property tax is moderate by national standards and comes with two significant protections for primary residences: the homestead exemption, which removes a portion of assessed value from taxation, and the Save Our Homes cap, which limits how fast the assessed value of a homesteaded property can rise each year.

Retirees and Florida's paycheck math

Florida does not tax Social Security benefits, pension income, IRA or 401(k) withdrawals, because it does not tax income at all. For someone drawing retirement income this is a larger advantage than the wage exemption, and it is the main reason the state's retiree population is what it is.

Does Florida tax remote workers employed by out-of-state companies?

No. Florida has no income tax to apply. But check whether your employer's state uses a convenience-of-the-employer rule, which can allow it to tax you anyway — New York is the most aggressive on this.

Is there a Florida state tax return to file?

Not for individuals with wage income. Only the federal return applies.

Does Florida tax capital gains?

No. Unlike Washington, Florida levies nothing on investment income at the state level.
